Defence Committee backs tanks deal with Russia
By Marianna Pissa
THE HOUSE Defence Committee approved a fund on Wednesday to cover the purchase of 41 tanks from Russia.
House Defence Committee Chairman, Yiannakis Omirou, said that, “the House Defence Committee has been informed of this weapon system and the Tenders Council has approved the procedures for the negotiations to proceed”. The money was included as part of the budget for 2009, but before it is approved, the consent of the House Defence Committee is vital and the deputies on the committee were briefed on Wednesday by Permanent secretary of the Defence Ministry Petros Kareklas.
The negotiations regard the purchase of 41 tanks from Russia, which were selected by the Defence Ministry over the French GIAT tanks. The 41 tanks will cost around €115 million. The purchase of the new tanks is considered crucial, as the existing EE-9 Cascavels from the Brazilian company Engesa are facing several technical problems and the factory in Brazil has been closed due to bankruptcy, making maintenance difficult mainly because of the absence of spare parts.
According to Charis Stavrou, a defence expert, “Some of the main battle tanks in the Cyprus National Guard are the French made AMX 30 B2, which have been in the arsenal since the 1980s. It has undergone several upgrades since its original purpose. It can be used to fight in all conditions especially night time.
“Another type of tank we have is the Russian T-80. It has the capability of firing both anti-tank missiles and projectiles while on the move, and is considered to be the most durable and capable defensive weapon that we have in case of a military conflict.
“The Cascavel has a small frame and is not really considered heavy. Also, it does not have rollers but wheels. Its main positive feature is that it can be used to spearhead an attack because of its long cannon. A crew of three mans this vehicle.”
Apart from the tanks, the Defence Ministry is also promoting the purchase of the TOR M2 missile defence systems, and the KORNET anti-armour missiles. A fund for acquiring thermal detection cameras (for night shooting) to complete the upgrading of existing armoured vehicles was also approved last month.
Defence Minister Costas Papacostas said that he refused to comment on any matters regarding the purchase of arms “because such statements can only do harm… What I can say is that people should trust that our defence will acquire the necessary weapons systems”
