In his last issue of August 14, the Portuguese weekly newspaper “SOL´´ said that German shipbuilding company HDW GmbH (part of TKMS AG) has made an informal offer to provide free a third submarine to Portugal in order to guaranty the offsets amounts for the procurement of the two U209PN (U214 inspired design) AIP powered submarines. Note that Portugal procured the two submarines for a price of around EUR 770 Million but the price increased to more than EUR 1000 Million because of the banks financing plan (profits to be payed by the Government to the banks). The offsets include an amount of EUR 1210 Million and are focused on many Portuguese military and civilian companies and entities.
Referring to a MoD statement, the Portuguese news agency “LUSA´´ said that the MoD didn’t received any formal or informal offer and will don’t accept a third submarine even HDW GmbH plan to do that.
It’s obvious and logical that HDW GmbH wants to sell the S120 HS Papanikolis U214 type submarine if the Greece MoD follow with the decision to don’t accept the vessel due to technical failures now resolved but the German Navy will may keep is with is submarines flotilla . Pakistan, Poland and Turkey can be a solution for the submarine if the German or Greek navies don’t get the submarine. Poland plan to build a credible submarine force, Turkey already ordered six U214s to be built locally under license by Golcuk shipbuilding company and Pakistan is looking to increase its fleet. The country has in service three Khalid Class DCNS Agosta 90B submarines.
Providing for free a submarine seems to be an unrealistic scenario in any part of the world and Portugal don’t have a the moment the capability to accept a third submarine. Even free, a submarine have always huge costs associated with areas like the maintenance, logistic, human resources and training activities. To comply with the offsets, HDW GmbH and the Portuguese offsets agency CPC (Comissão Permanente de Contrapartidas) need to find serious local projects and it’s a plan delayed in the time and not easy to manage.
Well, any company can offer formally or informally everything to anyone and everywhere, but this don’t mean that we have a deal!
En mi modesta opinion, Portugal no necesita hacer una gran inversion ni disponer de una gran armada, si miramos el papel que le ha asignado la OTAN, su area maritima esta perfectamente cubierta por España y Francia, no olvidemos que ante todo somos paises aliados. Por eso yo creo que la inversion fuerte de Portugal debe estar en el Ejercito de Tierra y en sus Fuerzas Aereas.

The Oto Melara SpA (part of Finmeccanica group) MARLIN WS (Modular Advanced Remotely controlled LIghtweight Naval Weapon Station) naval turreted weapon system has been selected by the Portuguese Navy to be fitted on NPO (Navio Patrulha Oceânico) ocean patrol vessel built by Empordef-Empresa Portuguesa de Defesa SGPS SA owned ENVC-Estaleiros Navais de Viana do Castelo SA shipbuilding company. The Italian system has been selected over the Rafael Advanced Defense Systems Ltd Typhoon G weapon station. The first vessel named last month P360 NRP Viana do Castelo is at the moment fitted with a 40mm gun from Navy stocks and will be delivered in January 2010.
The MARLIN WS will be fitted with the MK-44 30mm gun and probably with the Thales Land and Joint Systems ALBATROSS thermal imager, tracking and observation system. The MARLIN WS has been ordered by countries like Netherlands, UAE, Italy and Malaysia.

Si será aliado pero ¿y si se repite lo que ocurrió en 1808 cuando el estúpido del Rey de España aconsejado por el traidor de Godoy dejó pasar al ejército francés para conquistar Portugal?.No cada uno debe tener su ejército sean aliados o lo que sean, igual mañana llega un tarado como Chavez al poder de España y despues pasa lo que pasa igual que en la II Guerra Mundial.
