1) counter-rallies in different and safe areas to show the true opinion of the citizens, with media coverage of course;
2) isolation of the separatists, cutting off electricity, water, telecommunications to the buildings where they are; using non-lethal methods such as water cannons, very loud irritating noise;
3) re-constitution the legitimate authorities in other buildings which would be in the first place properly guarded;
4) increasing security at all sensitive buildings not yet overtaken, in those cities and elsewhere;
5) disrupting the communications between separatists, keep them atomized, arrest coordinators;
6) closing the border for a few days;
7) shutting down/sabotaging the broadcasting equipment where separatists have seized TV or radio buildings, bringing in alternatives based in secret locations

fuera coñas y teorías de la conspiración, esto, desde hace siglos es así, y no va a cambiar.
