Me parece deprimente. Si me permitís meter baza, creo que la Guardia Civil debe seguir encargándose del Orden Público en el ámbito rural y en los pequeños núcleos de población. La Policía Nacional en las grandes áreas urbanas. En los EE.UU. tienen Policía Municipal (los "Blues"), Policía Estatal y Policía de Autopistas (Highway Patrol) más la Federal (FBI). No parece que los vaya mal. La que creo que sobra es la Policía Autonómica. España tiene el tamaño de un Estado de los EE.UU. (pequeño) y crea superposición de competencias. Lo que haría, tal vez, es reconvertir a la Policía Local en Comarcal.

No la Local, desde luego, para ello están las unidades especiales de la GC y la PN. Me parece que muchos Alcaldes vieron demasiados capítulos de "Los Hombres de Harrelson" y quieren tener su SWAT particular, pero .... ¿qué población tienen, por ejemplo, New York, San Francico o Dallas?

Por cierto, creo que estamos olvidando algo: En caso de guerra la Guardia Civil actúa como Policía Militar. En tiempo de paz actúa a las órdenes del Ministerio del Interior y en tiempo de guerra, del Ministerio de Defensa.

Pues la eficacia es mucha. Y más que por política (que también) me temo que más que nada era por un anhelo de los propios ciudadanos.

Sursumkorda, antes de escribir, lee. La GC actúa de PM incluso en tiempos de paz (ver misiones internacionales). En los EEUU existen 11.000 departamentos diferentes, eso de "blues" no existe (salvo en la tele). Hay estos niveles, federales, estatales (aquí entran las HIGHWAY Patrol, State Trooper, State Police etc,etc en cada Estado se denomina de una manera), de condado y municipales. Verbigracia, federales como vemos existen más que el FBI, la DEA o el ATF todas muy cinéfilas pero no únicas:
